North Vancouver: Investigators from the Integrated Homicide Investigation Team have arrested a male in connection to the murder of Jennifer FERGUSON.

On Tuesday February 2, 2011 at approximately 1:00 PM North Vancouver RCMP were contacted regarding a suspicious occurrence in the 2300 block of Kirkstone Road. Once police arrived on scene they were able to confirm that the incident was a deceased body and foul play was suspected.

Within days of the discovery of the body, Police had the victim identified and were able to notify the next-of-kin with the assistance of Coquitlam RCMP Victim Services. Soon after identification of the victim, investigators focused the investigation toward one suspect. The victim’s name was not released immediately due to strategic investigational considerations.

After the suspect was identified, investigators continued the process of gathering information and evidence looking to support a charge. The investigation focused between North Vancouver and the City of Surrey. The suspect was monitored through the use of police surveillance, with the assistance of North Vancouver RCMP, Surrey RCMP, Coquitlam RCMP and RCMP Air Services.

On Thursday February 10, 2011 at approximately 4:30 PM investigators from IHIT arrested a 48-year-old Surrey man without incident. The man was returned to North Vancouver cells where he remained throughout the weekend.

On Friday February 11, 2011 IHIT was able to release the name of the victim as 40-year-old Jennifer FERGUSON of Surrey. Police also confirmed reports in the media that her body was wrapped in plastic when she was discovered. Police also were able to say that based on the evidence gathered so far, they were of the opinion that Jennifer was murdered at one location and placed at the park on Kirkstone Road in North Vancouver.

On Friday February 11, 2011 information and evidence were presented to Crown Counsel seeking charge approval. After a review of the information Crown Counsel approved a charge of Manslaughter against 48-year-old Harvey Frank BRACKEN of Surrey.

BRACKEN will make a first appearance in North Vancouver on Monday February 14, 2011.

BRACKEN and FERGUSON were known to each other as they were in a relationship.
