KashmirJammu and Kashmir Chief Minister, Omar Abdullah’s promise track uproar in the state assembly. Human rights groups say that the dead bodies are of civilians, killed by security forces. The authorities say that the graves contain the remains of belligerents.

More than 2,000 bodies are said to lie in the unmarked graves, mostly located along the Line of Control (LoC). The de facto border separates Indian- and Pakistani-administered Kashmir- both countries claim the Himalayan territory in its entirety. Last week the Jammu and Kashmir Human Rights Commission ordered a fresh inquiry into allegations that 3,000 more bodies are buried at other sites in south Kashmir.

The security forces claim that the dead bodies are those of terrorists, killed in fight with Indian forces when they tried to cross fromPakistan’s side of the LoC. However, locals are of the view that they were civilians, killed at the hands of the army and the police.

Mr. Abdullah has said that if family members of missing people provide samples, they would conduct DNA tests and match the results.
