Zille’s speech an attempt to make the case for upcoming election

Western Cape Premier Helen Zille claims to adopt a model of the youth wage subsidy on Friday. While addressing the provincial legislature, Zille criticized the national government for tossing away the policy. She was mostly noticed boasting her party’s achievements since 2009.

Zille maintained that her administration plans to stretch the Work and Skills Program so that the unemployed youth between 18 and 35 could receive stipend after being placed with employers. She mentioned that the Development Bank of Southern Africa had granted the provincial government R64m in order to ensure implication of the project and generating almost 3000 jobs.

While talking about province’s schools, Zille mentioned that around 44% of new enrollments from Grade 1 to matric came from the Eastern Cape. Their delayed registration process has caused a number of problems and setbacks at the beginning of the new school year.

Zille also claimed to reduce the crime rate by alleging that the provincial government would start working on solid murder statistics rather than the retrospective annual crime statistics released by the police.

“Our database will also allow us to focus on crime rates in specific areas, which will enable us to be more responsive to local safety needs, and correlate the incidence of crime with other factors, such as the availability of alcohol,” Zille said.

According to ANC leader in the legislature Lynne Brown, Zille was merely making the case for the DA’s 2014 election campaign accusing her to only focus on those who were in business. Brown also criticized Zille for raising her voice against sexual violence during her address but stayed ignorant when NGOs were shutting down operations due to lack of funds.

“She blamed (poor) people, scolding them about the way they live,” said Brown.
