MOE announces priority for Singaporeans in P1 balloting

The Ministry of Education made an announcement on Monday that the Singaporeans will get absolute priority over other permanent residents of Singapore at the time of primary school balloting, coming in effect from this year.

The announcement further explained that Singaporeans will be preferred over permanent residents at the time of balloting at Primary One Registration phase, even before the distance of the home from school is considered. This means that once the number of applications exceeds the number of available seats in that school, Singaporeans will be offered the seats at first and if by chance there are some left which have not been taken by Singaporeans, only then will be given to permanent residents. Furthermore, Singaporeans who live within 1 km distance of the school will be preferred over those Singaporeans living in 1 – 2 km distance from school.

The framework introduced aims at enhancing diversity in students at school level by offering more privileges to the Singaporeans.

GCP Chairperson of Education, Lim Chuan said, “For many Singaporean parents, this is just that little edge that they are asking for. Sometimes the balloting is just one or two persons out of the scheme and that’s so painful for them. So that extra advantage, I think would be greatly welcome by them. I’m sure the PRs will not be happy but I think if you’re PR, I think if you go to any country, most permanent residents, they do accept the fact that in a country where you are not a citizen, the government of the day would have to give priority and would have to give privileges to being citizens of that country.  So I think most PRs would accept that this is something that they have to live with being a permanent resident.”
