Twenty five foreign employees were sentenced to jail. The sentence varied from four to twelve weeks for using forged academic certificates to gain work passes to work legally in Singapore. The 25 employees included twenty one men and four women who pleaded guilty to the charges. Sixteen were from Myanmar, seven belonged to India and two were from the Philippines.

The Ministry of Manpower (MOM) informed that the forged academic certificates were made and then submitted to the Controller of Work Passes, which is a major offence under the Employment of Foreign Manpower Act. MOM also said this is the largest number of foreign employees sentenced to imprisonment for the offence this year. He added that the penalties are also the most severe that the court has given out so far for this offence. The accused persons obtained the forged academic certificates in their respective home countries. They had used these certificates to apply for work passes in Singapore between November 2, 2012 and June 7, 2013. MOM further added that based on the false information submitted, the accused foreigners were issued 20 S Passes and also five Employment Passes.

MOM was able to discover that the certificates were forged by following checks with the relevant certificate issuing institutions and also the respective foreign government departments. The employers of these foreigners were unaware that the foreign employees had used forged academic certificates to obtain their work pass applications.
