Hamilton police arrest two for Ontario Disability Support Program Fraud

The Hamilton Police Service arrested and charged a 60 yr. old Hamilton woman and a 61 yr. old Hamilton man, after investigating a major fraud related to the Ontario Disability Support Program.

In 2010 the Hamilton Police Service received a complaint from the Eligibility Review Unit of the Ontario Disability Support Program (ODSP) regarding the fraudulent receipt of approximately $150,000.00 (one hundred fifty thousand dollars) in social assistance payments. The Major Fraud Unit conducted an investigation which resulted in the arrest of the two Hamilton residents on charges of Fraud Over $5,000.00.

William Johannessen and Corazon Johannessen had been collecting social assistance benefits since 1991 from the Ministry of Community and Social Services under the ODSP Act. Through the police investigation investigators determined that the Johannessens were aware of their obligations to report all changes in their financial status to the administrators of the Ontario Disability Support Program.

William Johannessen and Corazon Johannessen failed to declare all income and assets received and held by themselves to the Ontario Disability Support Program.

It is alleged that the fraudulent misrepresentation took place between January 1st, 1999 and May 31st, 2009. The total amount of social assistance benefits received that the Johannessens were not entitled was $152,649.91.

  1. Disgusting. That works out to less than $100 a month over the time period specified. On the pittance that is an ODSP payment, that money probably kept their lights on.

    You make it sound like they were living large on this “major fraud”, when it was probably just an elderly couple misunderstanding the instructions.
