Harper Proposes Extension in Tenure of Language Watchdog Graham Fraser

Even though the federal languages commissioner, Graham Fraser, has criticized the government at several occasions on its bilingualism, it seems like he did not offend any official. The former journalist, who was appointed as a commissioner in 2006 after writing a book on official bilingualism in Canada, has been highly respected within the Conservative party today as it proposed an extension to his tenure for three more years as the federal language watchdog.

The announcement was made by Prime Minister, Stephen Harper, last week as he praised the language watchdog for fulfilling his duties with “dedication, diligence and distinction.” The extension proposed by Harper will be subjected to a review of parliamentary committee, after which it shall be put into practice on Oct. 17. The government is apparently keeping a different attitude towards another federal watchdog, i.e. the parliamentary budget office, Kevin Page. Page has continuously been overly critical of federal spending, and now the government has not made any decision to extend his term as parliamentary budget officer, nor does it seems to approve for him to stay around until a replacement is found.

The pleasant description of federal language watchdog, from prime minister, has come at a time when Fraser has been criticizing several issues including the cuts to a minority rights federal support program, and nominations of unilingual Anglophones to senior positions such as the auditor general and the Supreme Court of Canada. The Harper government has refrained from arguing on both issues. Consequently, a new funding program was approved to assist minority English and French-language communities and the prime minister admitted that he has made a “mistake” over the appointments of unilingual Canadians.
