Committee to Review Doctor’s Request of Allowing Winnipeg Visitation to Vince Li

A team of doctors have extended a request to the annual review board for Vince Li, who was established as not criminally responsible for beheading a fellow 22-year-old passenger on a Greyhound bus in 2008. The doctors have supported the review board to allow him visits to Winnipeg and other locations. Vince Li was present in front of the Criminal Code Review Board on Monday for his annual review. Li was believed to be suffering from schizophrenia and was ordered to live at the Selkirk Mental Health Centre since the incident.

Previously Li has been allowed to leave the Selkirk Mental Health Centre on short, escorted outings, as he visited the city of Selkirk with a staff member and a security guard. Dr. Steven Kremer informed the review board that Li’s outings are going well, and he has responded to treatment. Kremer alleged that Li is now at a low risk for violent behavior and presented his request, asking for Li to be allowed to visit Lockport and Winnipeg along with the company of security detail currently in place. Additionally, he explained that while there have not been specific threats against Li, there has been a number of hostile calls to the mental health centre about the case.

On the other hand, the victim’s mother, Carol de Delley, has alleged that she was shocked to hear about the requests. She stated that “I don’t think that this should even be happening. I don’t think that unsupervised passes on grounds that are unfenced should be happening.” She added that “I feel sick right now — physically, nauseously feel ill because I feel very helpless.”
