In contrary to the findings of Supreme Court of Canada, the report of a watchdog has justified the actions of RCMP in a Nova Scotia murder conspiracy case, concluding that the Mounties did not actually disregard any allegations of domestic abuse. Report of The Commission for Public Complaints against the RCMP released on Wednesday outlined the case of Nicole Doucet.

The report mentioned that Doucet claims that she acted under pressure while attempting to hire an undercover cop to murder her husband Michael Ryan. Doucet stated during her 2008 trial that she contacted the RCMP at nine different occasions in attempt to complain about a violent spouse, asserting that the Mounties were of no help. The issues between the couple were caused by Doucet’s volatile relationship with her own relatives, and their disputes regarding an old Nova Scotia property which she had purchased in her and her father’s name, regardless of the objections of her husband. It was reported that majority of the calls made to the RCMP involved those disputes rather than any complaint of domestic violence.

The report stated that “while the RCMP was heavily involved with the family, many of their interactions involved civil matters relating to the family residence, and all related to the conflictual relationship that appeared to exist between the various parties in 2007 and 2008.” It was added that “the only report to the RCMP which related to threats was dealt with accordingly by the RCMP. More importantly, of her own repeated admission, Ms. Doucet did not report any instances of domestic violence to the RCMP.”
