Privacy Watchdog Admits Receiving Record High Complaints This Year

In her final report, Canada’s privacy watchdog, Jennifer Stoddart, has highlighted her department having received a record-high number of complaints over privacy concerns this year. The latest report released by the Privacy Commissioner’s Office on Monday, alleged that all-time high records were set for both privacy complaints submitted by Canadians about federal organizations, along with the number of data breaches reported by the agencies themselves.

The report said that this year, i.e. from April 2012 to March 31, 2013, the office received a total of 2,273 complaints, which was a 130 percent increase from 986 complaints previously received in the same period last year. Stoddart admitted that the increase was mostly contributed by the two highly publicized data breaches including Employment and Social Development Canada and Justice Canada. However, Stoddart explained that even if the 1,159 complaints prompted by those data breaches were ignored, the total would still remain at 1,114 complaints, which still constitutes as a record high. In addition to that, the number of data breaches reported by federal agencies increased by 36 per cent, from 80 to 109 over a one-year period.

In the official press release, Stoddart stated that “Canadians deserve to have their personal information protected, particularly when they provide it to the government under legal compulsion.” Apart from the annual report, Stoddart also presented the conclusion of an audit of the Canada Revenue Agency, along with “numerous” reports of privacy breaches involving employees accessing the personal information of taxpayers.  Stoddart alleged that “thousands” of files were inappropriately accessed without detection for years.
