Our sources confirm that Harper government has scheduled to make an important announcement on Monday in Vancouver announcing its newly developed strategy in effort to form a so-called “world class” oil spill prevention regime in Canada. This announcement has come in a response to public outcry spurred last summer provoked by B.C. Premier Christy Clark, who gave five key demands, including improved tanker safety, which she insisted to be fulfilled if the provincial government was to agree on allowing oilsands pipelines to the West Coast.

A senior federal source confirmed on Sunday that the announcement is triggered in response to the concerns of British Columbians, keeping in mind that the Harper government had already incorporated pipeline safety measures in last spring’s budget. The source alleged that Ottawa is devoted to form a world-class system for attending the tanker safety issue in Canada, especially off the West Coast. It is anticipated that Natural Resources Minister, Joe Oliver, and Transport Minister, Denis Lebel, will also be present in B.C. for shedding some light on the technical details of a long-term funding commitment to the National Aerial Surveillance Program, first established in 1991, and a new funding to “enhance” the NASP’s coverage, especially along the northern B.C. coast.

The ministers are expected to announce a much stricter tanker inspection program, along with the creation of a “Tanker Safety Expert Panel.” The Harper government has expressively stated multiple times that it is one of its top priorities to ensure that Canada’s oilsands sector has access to Asian markets for Alberta’s diluted bitumen crude.
