The Vancouver Police Department is announcing the arrest of a key player in a sophisticated fraud scheme operating in the Lower Mainland. Twenty-four year old Vancouver resident Lucas Sui Lun Cheng is alleged to be the mastermind behind a scheme that involved using counterfeit credit cards to purchase large quantities of gasoline from pumps around the Lower Mainland.

Gasoline was pumped into a special container inside a cube van designed to hold hundreds of litres of gasoline. The van then transported the gas to a warehouse in Richmond where it was distributed into jerry cans and sold at a discounted price.

VPD closed in on the operation on November 23rd, and arrested Cheng with the assistance of fraud investigators in the Richmond detachment of the RCMP, who were instrumental in helping with surveillance and the takedown.

A follow up investigation is being conducted to determine the extent of the distribution network involved in this operation.

Lucas Cheng is charged with fraud and unauthorized use of credit card data.
