CBI initiated an investigation against two retired army officers, SR Nayyer, the ex-Defense Estates Officer, and Retired Lieutenant General and ex-vice Chief of Army, Nobel Thambuaj. The case filed is in reference to a land scam in Pune.

They have been accused of fraud activity and criminal misconduct while settling an out of court dispute over land. The case was registered after a complain registration by the Defence Ministry. CBI officers raided the homes of accused on the morning of 31st January, 2012. The army officers have been blamed to have actively participated in conspiracy and criminal violation of terms and conditions of lease of the disputed one acre plot in Pune. The plot is located in Pune Cantonment, Pune and was under the supervision of Kalpatru Builders. Concerned private representatives of Kalputra Builders are also being investigated.

Thamburaj retired from services in 2010. He was appointed as the Southern Army Commander before becoming the Vice Chief of Army. According to the filed case, CBI states that the two officers approved a deal in their favor worth 46 crore. On the other hand, Kalpatru Builders have a history of involvement in another land scam in 2007 in Mumbai. They used three acres of army land for building a multi-story construction.
