Toronto Police have announced to have laid charges against former senior CBC filmmaker, 63-year-old Ian Campbell, for filming 14 victims at his home without their consent. A former associate director with the CBC’s Toronto-based documentary unit, Campbell, voluntarily surrendered on Monday after police laid 38 new charges in connection to a voyeurism investigation at his 133 Wilton St. home.

Const. David Hopkinson mentioned on Tuesday that “police had seized quite a number of cameras and video tape evidence,” adding that “we pored over the evidence and were able to identify or had a number of people come to us and say, listen, I saw your appeal and believe I may have been victimized by this person.” The investigation started in July after a couple staying at Ian Campbell’s Esplanade-George St. area apartment found numerous cameras hidden in various rooms, including the bedroom and bathroom “where the most private and intimate moments of our lives would be captured.” Hopkinson confirmed that Campbell faces 31 counts of voyeurism, five charges of making child pornography, and two counts of unlawfully possessing child pornography.

According to the police, majority victims were adults but some were children. Hopkinson explained that “there are 17 counts of voyeurism that have to do with people naked, nude or in various states of undress where they have a reasonable expectation of privacy,” adding that “there are 12 counts that involve some kind of sexually-explicit activity and two counts of voyeurism for sexual purpose. It may have been broadcast. It’s a very difficult thing to prove.”
