Former deputy prime minister of the UK, Lord Heseltine, has warned that Prime Minister David Cameron would become a “laughing stock across the world” if he allowed federal ministers to campaign to leave the European Union. Giving advice to the cabinet ministers, Mr. Heseltine recommended that they should resign if they want to campaign for Brexit because otherwise the Conservative party will risk creating a “civil war” that could split the party.

Whereas on the other hand, Downing Street has not yet clarified whether it would apply collective responsibility ahead of the referendum. However, Cameron has already stressed that all his Cabinet member at least support the renegotiation. During an interview, Lord Heseltine alleged that “if they feel so strongly, if the issue is as you say, then they should resign,” adding that “although it is quite difficult for me to understand how they’re in the Cabinet in the first place if they feel so strongly. [Allowing a free vote] would be to make the prime minister a laughing stock across the world.”

In addition to that, Mr Heseltine stated that “to have a civil war within the Conservative party at that time, in the belief that the referendum having been determined, the participants in the civil war are going to sit around the table and happily smile together, is, I think, rather naïve.” At the same time, reports have alleged that Mr Cameron is already preparing a pro-European Union dossier that will be sent out to British families ahead of the in-out referendum.
