Governor Manyang revealed this while addressing the cabinet ministers during the opening of the council of ministers handbook retreat in Bor, Jonglei state.
The retreat which brought in advisors, ministers and chairpersons of commissions aims to evaluate usefulness of the handbook and to provide further understanding and guidance on the operation of the council of ministers.
Directly, the retreat also aims to identify areas for further capacity development that other program could implement an indirectly to strengthen skills for handling council of ministers by relevant staff.
Kuol said that although the state of Jonglei is potential and rich with resources, local people still need directives from the authorities to exploit the resources.
He said that people are the resources of the nation and the government duty is to build people capacity so that people become productive, creativity and useful to the state government in term of development.
