Labour party has proposed on Tuesday its plans to devolve more economic power and resources to English cities outside London and the regions around them in order for transport, housing and skills training to be managed at a regional level.
Labour leader Ed Miliband will say in his address at northern city of Leeds that councils can work together to be “economic powerhouses” leading investment in infrastructure, skills and economic regeneration.
Under the newly suggested plans, councils would be attributed the power to control how they spend extra income generated from business rates.
The Labour leader’s pledge for de-centralising of power to the regions comes after a review and a series of recommendations made by the former Cabinet minister Lord Adonis.
Mr Miliband will urge the local authorities in his speech to mimic the Greater Manchester Combined Authority where numerous councils unite to formulate a super-council. The councils created in the similar manner would gain access to £6bn annually of devolved funding under Adonis’ recommendations.
The allocated funding would include financing for transport, housing, infrastructure and skills centrally from Whitehall departments.
The Labour leader is very hopeful this technique of governance will help the local authorities in fixing the issues of poor skills, infrastructure and economic development through generating extra income by taking control of business rates.
The former Labour transport secretary has recommended in his review for more than £30bn to be devolved to councils and Local Enterprise Partnerships with the intention to promote “a smarter, not a more expensive, state”.
Lord Adonis has claimed that new combined authorities could be able to make much more effective decisions on the big problems affecting business as they would be better informed regarding their neighbourhoods than London-based officials.
Adonis has told: “Most of what I have said will be supported by business leaders, they want to see big action.
“There are big structural weaknesses, too little power to get things done outside Whitehall.”

Miliband is like all other political leaders, says one thing but means another. Indeed if these powerhouses will be so good why do we need the TTIP as this will destroy jobs and also take such things away as the NHS with it. Indeed Miliband and all our other political leaders have signed up for this politico-big business trade pact that is being deccomment_IDed in secret and when in place it will allow big business to overrcomment_IDe sovereign laws through secret courts as well. Think that this cannot be so, read up on the TTIP. That is why Miliband and Cameron et al are selling us down the river for 90% of the people (both the people of the USA and the EU in the case of the TTIP) and where as usual only the richest 10% will gain to the demise of all others. It is perfectly true you just cannot trust politicians and the TTIP is the most vivcomment_ID example of this. Basically our leaders are complete hypocrites –
