RCMP Talks about Ottawa Attackers’ ‘Lucid,’ ‘Deliberate’ Threat Video

RCMP Comm. Bob Paulson has confirmed in a statement that Parliament Hill attacker, Michael Zehaf-Bibeau, made a specific threat against the military, referring to Canadian foreign policy and his religious beliefs, in a video made before Wednesday’s assault. Paulson alleged that “he was quite deliberate, he was quite lucid. And he was quite purposeful in articulating the basis for his actions. And they were in respect, broadly, to Canada’s foreign policy and also in respect of his religious beliefs.”

Upon inquiry about whether any specific threat was made to any party of any kind, Paulson hesitated but hinted that it was “the military.” Testifying at a Senate committee on national security and defence, Paulson stated that “Canadians are safe” and co-operation between CSIS and the RCMP is good. He also clarified that he did not believe the attacker Zehaf-Bibeau was wearing body armour. Paulson stressed that the RCMP is not prepared yet to say exactly what the attacker said in the video, but “perhaps in the days to come we can give more detail.”

Furthermore, Paulson elucidated that “it’s a video that the deceased prepared himself on his own device that we recovered. And our belief is that it has not gone anywhere else, but it may have gone elsewhere.” He said that the RCMP is trying to assemble a detailed timeline of Zehaf-Bibeau’s movements “because we want to be able to satisfy ourselves whether or not there are individuals who were contributing to this person’s radicalization and his jihadist views.”
