Manitoba Premier Greg Selinger plans to head a number of provincial and territorial finance ministers this spring aiming at getting Ottawa to reallocate health funds. According to the new federal plan, the allocation of funds is firmly based upon population, which means Alberta automatically enjoys an increase in transfers at a cost to others, including B.C., Ontario and Quebec.
Both provincial and territorial leaders unanimously disapproved of the way the one-sided new deal was forced. They are trying to fill the void after the Harper government turned down their offer to have a discussion on how those funds should be allocated.
Mr. Selinger said: “It’s very clear that a per-capita cash transfer being equalized for Alberta is something we’re going to examine now to make sure nobody is worse off as a result of that.”
According to B.C. Premier Christy Clark, the idea is to rebalance the money but with the Harper administration rejecting the proposal of contributing additional funds, that could be executed only if Ottawa were to pull back money now allocated to Alberta.
Ms. Clark said: “All of us believe it is possible to come up with a fiscal arrangement that leaves no one worse off than they currently are. Canadians across the country, senior citizens and other people who depend on our health care system, are depending on premiers to make sure that happens.”
