Toronto Mayor John Tory has chosen a bystander paralyzed by a stray bullet in a botched mob hit in 2004, Louise Russo, to be his special guest at the official inauguration on Tuesday. In addition to Russo, Former Progressive Conservative Premier Bill Davis is also invited to attend the ceremonial event at city hall.

Mayor Tory formally took office on Monday but his official inaugural ceremony is set for Tuesday. As his special guest, Ms. Russo is anticipated to deliver a speech and place the chain of office on Mayor Tory. A 45-year-old mother of three, Ms. Russo, was waiting in line to buy a sandwich for her daughter when a North York California Sandwiches was sprayed with bullets. One bullet hit Ms. Russo and shattered her spine, leaving her in a wheelchair.

Thereafter, Ms. Russo founded a charity called W.A.V.E. (Working Against Violence Everyday). The charity aims to inspire youth and members of the community to take a visible stand against violence.  According to an explanatory press release from the mayor’s office, it was elucidated that “Mayor Tory developed a special bond with Ms. Russo when he reached out to her following the shooting.” It was added that “Mayor Tory and Ms. Russo have maintained a close friendship and he is a long time supporter of W.A.V.E.” Whereas on the other hand, Mayor Tory also has close ties to Mr. Davis, who has served as his principal secretary and chief of staff while in government.
