British nationals William Adams and Terrence Cunningham charged with driveway paving scam in Ontario

DRPS investigators have made two further arrests in their on-going investigation into fraudulent driveway paving scams in Ontario.

On October 28th, 2010 the Major Fraud Unit – Organized Crime Section became aware of a crew of driveway pavers related to the on-going investigation who were operating in the Greater Toronto area. The suspects attempted to defraud a Mississauga church of $24,000 by initially offering to use left-over asphalt to patch a small portion of the church parking lot for free. The suspects then made a demand for $24,000 in payment from the church staff.

The Major Fraud Unit – Organized Crime Section from Durham Regional Police became involved and one of the suspects threatened an officer posing as a church trustee. The suspect threatened to tear up the parking lot and then burn down the church if payment was not made.

The investigation led officers from Durham Regional Police and the OPP Identity Crimes Unit to a Mississauga hotel where two British nationals were arrested. Investigators seized a number of pieces of counterfeit identification as well as evidence of the on-going scam in Ontario, Quebec, Alberta and British Columbia.

William ADAMS, age 43 and Terrence CUNNINGHAM, age 23, both residents of the United Kingdom are jointly charged with: Attempt Fraud Over $5000; Fraud Over $5000; Conspiracy to Commit an Indictable Offence; Forgery, Possession of a Counterfeit Mark; Possession of Property Obtained By Crime – Over $5000; Possess Identity Information For a Fraudulent Purpose and Laundering the Proceeds of Canadian Crime.

ADAMS is further charged with: Extortion; Intimidation by Injuring Property; Threaten Property Damage and Obstruct Police. Both accused were operating fraudulent paving companies known as T Day Paving; Days Paving and C Upwards Paving.

During this investigation, investigators became aware that another driveway paving suspect from the United Kingdom is currently in the Greater Toronto area.

Michael WHITE, age 49, is currently wanted on a Warrant for Fraud Over $5000; Conspiracy to Commit an Indictable Offence and Participation in a Criminal Organization by Durham Regional Police and he was spotted in Mississauga on October 27th, 2010. Investigators are re-releasing a photo of Michael White in an attempt to locate him and bring him to justice.

Investigators believe ADAMS, CUNNINGHAM and WHITE are co-accused with CARTER-SMITH and WITNEY within this paving scam investigation.
