Prime Minister Stephen Harper have refused to rule out the option to supply lethal military aid to Ukraine in case diplomatic efforts fail to resolve the conflict with Russian-backed rebels in the eastern part of that country fail. During a press conference with German Chancellor, Angela Merkel, Harper assured that “we’ll look at all options,” when inquired if Canada would be in favour of a shift in aid to Ukraine from humanitarian and to lethal defensive weapons. However, he also stressed that “obviously we will proceed extremely cautiously in partnership and collaboration with all our allies.”
Merkel made a short visit to Ottawa on Monday evening after a trip to Washington. She is focused on a furious round of shuttle diplomacy over Ukraine as Europe fears the possibility of a proxy war in Ukraine between the West and Russian President, Vladimir Putin. She has openly emphasized on the need to find a diplomatic solution to the deepening conflict. She mentioned on Monday that “I hope we will be able to solve this conflict by diplomatic means because I think, by military means, it cannot be solved.”
Prior to her press conference in Ottawa, Merkel met U.S. President Barack Obama at the White House where the U.S. also alleged that it might reverse its decision to provide only non-lethal aid to Ukraine if diplomacy fails to make headway in ending the fighting there. Obama stated that “the possibility of lethal defensive weapons is one of those options that’s being examined.”
