The sixth Heart of Asia conference has adopted the Amristar declaration naming several Pakistan-based terrorist groups, including including Lashkar-e-Taiba and Jaish-e-Muhammed, as grave threats to peace in the South Asian region. The head of Indian delegation to the conference, Union Finance Minister Arun Jaitley mentioned in a statement that “for the first time, a Heart of Asia Declaration expressed concern at the violence caused in Afghanistan and the region by terrorist groups like al-Qaida, Daesh, Lashkar-e-Taiba and Jaish-e-Muhammed etc.”
According to the declaration, a list of terror groups were identified for propagating a “high level of violence” including “the Taliban, Daesh (Islamic State) and its affiliates, the Haqqani Network, Al Qaida … Lashkar-e-Taiba, Jaish-e-Muhammed, Tehreek-e-Taliban Pakistan … and other foreign terrorist fighters”. The member nations of the Heart of Asia – Istanbul Process include India, Pakistan, Afghanistan, China, and Saudi Arabia. In his remarks, Jaitley pointed out that three major issues deliberated upon at the conference including countering terrorism to create stability and security in Afghanistan, providing it with connectivity and ensure the war-ravaged country’s development.
The text issued after the conference’s Amritsar declaration demanded for “concerted regional and international cooperation to ensure elimination of terrorism in all its forms, including dismantling of terrorist safe havens in the Heart of Asia region, as well as disrupting all financial and logistical support for terrorism.” It was added that “we recognize the necessity of taking serious measures to address recruitment of youth to extremist and terrorist networks . We realise radicalisation of youth can only be prevented by effective de-radicalisation strategies involving all Heart of Asia countries.”
