On January 7th, Cao The Phan was reported as an unauthorized absence from the Coast Cottages at Riverview grounds. Phan is now wanted on a Canada wide warrant for being unlawfully at large.
Cao The Phan is described as:
– 51 year-old Asian male,
– 5′ tall and 148 pounds,
– With black thinning hair,
– Missing his index and middle fingers on right hand, and
– Walks with a limp.
Mr. Phan speaks Vietnamese and he can also understand English. There is no clothing description at the time he went missing.
Mr. Phan is suffering from a mental illness. DO NOT approach if sighted and report the sighting immediately to your nearest police department or detachment by dialing 9-1-1.
