quebec ombudsman report highlights terrible condition northern prisonsA scorching report presented to the National Assembly on Thursday has outlined the intolerable conditions of prison in Quebec’s north. The report alleged that the prisons over there are “woefully lacking,” having up to seven persons stacked to a cell designed for two, inmates sleep on mattresses on concrete floors and without proper access to water or sanitary facilities.

The report published by the province’s ombudsman, Raymonde Saint -Germain, reveals the sub-standard conditions in the north and claims that Quebec’s Inuit are seeing their basic human right to dignity regularly violated. Raymonde Saint -Germain stated that “Inuit have the same rights and obligations as any other Quebec citizen,” adding that “however, the fact is that they face unacceptable unfairness when it comes to correction and justice system.” The ombudsman’s team visited three Nunavik villages that are under the jurisdiction of the Kativik Regional Government concluding there are and continue to be “serious violations of detainees’ rights.”

Furthermore, the report pointed out that suspects arrested or facing trial are forced to share quarters in police stations while awaiting bail hearings or trailssince there are no correctional facilities in Nunavik. It was highlighted that there are no outdoor courtyard, prisoners are fed in their cells and remained locked up to 24 hours a day. According to one of the official on Saint-Germain’s team he was shocked to see the conditions because “it is by far the most deplorable conditions I have seen.”
