The Deputy Minister of the Ministry, Mr. Kwong Danhier Gatluak emphasized that the foreigners were not employed by the government rather they are there as a result of an agreement between the government of South Sudan and the Inter-Governmental Authority on Development (IGAD) which include countries like Kenya, Uganda and Ethiopia.
“This is an initiative that is to make South Sudan to stand on its feet to catch up with the rest of East Africa and Africa at large. The IGAD Initiative in the Republic of South Sudan was meant for coaching and mentoring South Sudanese to have experience on their jobs,” said Danhier
The Director General of Establishment, Albino Mior Aguer said the 138 foreigners are consultants for the government in the different institutions they are required to work in.
“They are just consultants and advisors to assist us on how we work. They help in guiding us on how to improve our systems. These are not employees of South Sudan but the IGAD Initiative is the one remunerating them,” Mior clarified.
The Undersecretary in the Ministry of Labour and Public Service, Hellen Achiro Lotara added that having so many foreigners in the public service was an understanding that they are coming to mentor across the government even in the States.
“We mean the expert should work hand-in-hand with the officer so that after the two years they can leave their experience with our people. We should benefit from the experts,” Achiro said.
Meanwhile the Undersecretary Public Service and Human Resource Development, Angeth Acol De Dut said the number of foreigners is based on requests from various ministries on areas that they think need a specialist. United Nations Development Project (UNDP) has been facilitating that on behalf of the government and the funding comes from Norway.
